How do you know that you live in a civilised, cultivated and refined society? I believe a civilised society takes care of its vulnerable members.

How do we in the UK take care of our children, those with mental health issues, victims of abuse, the elderly, the sick, the poverty-stricken, the homeless, and generally those in need?  If we as a society have robust services and processes in place that adequately address the problems of the helpless and disenfranchised, then we can collectively pat ourselves on the back and say we are doing a good job.  However, my recent experience leads me to suspect the UK is nowhere near the designation of civilised society.

Last Saturday afternoon I decided to take a walk through my village in order to take advantage of the glor
